Barby & Onley Parish Council

Parish Councils are the most local part of our democratic system, the part of local government that is closest to the public. The Parish Council works with, and for, our community and it represents you.

Barby & Onley has a Parish Council of 11 members and a Parish Clerk. We meet on the second Monday of each month at 7.30pm usually at Barby Village Hall, Kilsby Road, Barby, but twice a year the meetings are held in Onley Village Hall, Onley Park, Willoughby.

To assist in the running and maintenance of the Parish the following voluntary appointments have been made - Highway Warden (Dom Fisher), Police Liaison Representative (Dom Fisher) and Newsletter Editor (Christine Dover).

Agendas for full Parish Council and for Committee Meetings are posted on the Notice boards outside Barby Stores, Barby Village Hall and at Onley, and are also available on the Meetings & Minutes page of this website at least three days before the meetings.  Minutes of Parish Council meetings can also be found on the Meetings & Minutes page of this website and are also posted on the Notice Boards.

Members of the public are welcomed and encouraged to attend all meetings and can take the opportunity to raise issues with the Council at the beginning of the meeting.

Annual Parish Meeting – Every English Parish must hold a Parish Meeting between 1st March and 1st June (inclusive).  The 2025 meeting will be held on Monday 14th April at 7.00pm at Barby Village Hall. Work of the Parish Council

The responsibilities of the Council are varied and include the provision of the following services:

  • Play Areas and recreational facilities – Barby Play Area, Barby Sports Field and Skateboard Park, Tennis Court, Onley Play Area, seating, litter bins and Street lighting
  • Grass cutting of village verges, open spaces and sports field and play areas
  • Litter picking and provision and maintenance of dog bins
  • Making environmental improvements as and when thought appropriate including planting trees and bulbs
  • Liaising with the county council on highway safety and repair
  • Liaising with the county council on public transport matters affecting the parish
  • Liaising with the county council on the state of footpaths and other rights of way
  • Liaising with the police on matters of concern within the parish
  • Acting as a statutory consultee on all planning applications within the parish and on major planning applications in neighbouring parishes – the actual decision to grant planning applications is made by West Northamptonshire Council Daventry Area
  • Maintaining this website for the benefit of village organisations
  • Making grants to village organisations from council funds and securing grants on behalf of the parish from outside organisations.
  • Setting a budget and precepting from West Northants Council to raise funds through Council tax to improve the parish and provide local facilities.

Annual Parish Meeting

Every English Parish must hold a Parish Meeting between 1st March and 1st June (inclusive).  The meeting is only open to electors from the Parish and provides an opportunity to raise concerns and hear about the work undertaken by the Parish Council during the previous 12 months.

The 2025 Annual Parish Meeting was held on Monday 14th April at 7:00pm in Barby Village Hall. The date of the 2026 Annual Parish Meeting will be announced here when set.
